On Monday, February 1, the Union finance minister NirmalaSitharaman has concluded her speech on the Indian budget 2021 in the parliament. Finance Minister NirmalaSitharaman announced that the Foreign Direct Investment (FDI) ‘s limit in insurance will increase to 74% from now 49%, which was its existing limit. Foreign ownership has been allowed by the Indian Government in insurance with extra security. She has announced that the Government also launch a Securities Market Code, including the SEBI act, Govt. Sec act and Depositories Act.

Agriculture Infra Cess Nirmala added that the NCLT system would be strengthened and e-courts will be adopted, and alternate mechanisms of debt resolution will be set up. Talking about the farmers’ issue, she said that the Modi Government would see through farmer’s welfare. An Agriculture Infrastructure and Development Cess ₨ 2.5 per liter on petrol and ₨ 4 on diesel have been added to the budget. This plan is a relief for the citizens, which had resulted in many losses of earnings and jobs across every sector. 

“Consequent to the imposition of Agriculture Infrastructure and Development Cess (AIDC) on petrol and diesel, basic excise duty and special additional excise duty rates have been reduced on them so that overall consumer does not bear any additional burden.” Said Ms.Sitharaman.

  • Income tax

There is zero income tax return for the year 2020-21 for income up to Rs 2.5 lakh. Individuals having income between Rs 2.5 lakh to Rs 5 lakh have to pay 5% income tax, between Rs 5 lakh to Rs 7.5 lakh has to pay 10% income tax, between Rs 7.5 lakh to Rs 10 lakh has to pay 15% income tax, between Rs 10 lakh to Rs 12.5 lakh has to pay 20%, between 12.5 lakh to 15 lakh has to pay 25% income tax and 30% for income above Rs 15 lakh. .there would be a senior citizen relief, where there would be no income tax filing required for senior citizens above 75 years of age.

  • Covid-19 Pandemic

After the GDP fell sharply with the Covid-19 lockdown restriction, it has rebounded again once the lockdown restrictions were lifted. Thankfully the infection-fatality rate of Covid-19 has turned out much lower than what was feared before. Announcing Budget 2021 updates, Ms.Sitharaman said it is aiming to revive the damage of the ugly blow that the Coronavirus pandemic gave to the economy. Finance Minister said the spending on the country’s healthcare would be doubled up to 2,23,846crore, and more than 35,000 crores would be spent on the facilitation of Covid-19 vaccines. Capital expenditure would be up to 34 percent higher than last year since it would increase up to ₨ 5.54 lakh crore. To date, India has availed two vaccines and has been facilitating defense against Covid-19 

not only in her own country but also being helpful to more than a hundred countries. She had added that soon there would be two more vaccines to safeguard against the pandemic.

  • Aatmanirbhar Bharat

She mentioned that this year’s budget proposal rests on strengthen ‘Aatmanirbhar Bharat Sankalp,’ there would be the focus on six pillars, including Health and well-being, physical, financial capital and infrastructure, inclusive development for aspirational India, reinvigorating human capital, innovation, and R&D and minimum Government and maximum governance. To support and facilitate economic growth and development, the Government is introducing AatmanirbharSwastha Bharat Yojana with an outlay of ₨ 64,180 crore. 

  • Waste management

The finance minister has announced that the Government would launch a ‘JalJeevan Mission Urban’ with an outlay of 2.87 lakh crore to supply water in about 4,378 urban local bodies. There would be 2.86 crore household tap connections and liquid waste management in five hundred AMRUT(Atal Mission for Rejuvenation and Urban Transformation) cities. The 2021-25 budget will focus on complete fecal sludge management, wastewater treatment, source segregation, management of waste from urban construction, bioremediation of legacy dump sites, etc., with an outlay of ₨ 1,41,678 crore to facilitate ‘Urban Swachh Bharat Mission 2.0’.

  • Infrastructure development

There would be major infrastructural development projects. The finance minister announced highway work in various states, including 3,500 km in Tamil Nadu, 1,100 km in Kerala with an outlay of Rs 65,000, 675 km in West Bengal with an investment of Rs 95,000 crore, and 1,300 km in Assam within the coming three years. RBI has estimated the total financial impact, including all the packages, to be around Rs 27.1 lakh crores.  

  • Transportation Sector

The finance minister proposed that there would be National Rail Plan for up to 2030 for Indian Railways. She announced a record sum of Rs 1.10 lakh crore for Indian Railways. Rs1.07 lakh crore would be for capital expenditure out of the total sum. She has also said that the new airports will be privatized in tier 2 and 3 towns and cities.  

  • Ujjwala Scheme

The UjjwalaYojana for providing LPG connections to women from Below Poverty Line (BPL ) households is announced to expand over to one crore more beneficiaries. The finance minister said to add hundred more districts in the coming three years to the city gas distribution network. She said that a gas pipeline project would be commenced in Jammu and Kashmir soon.

The PR agency Skyrocket also hasa link with many other under-scanner names, for instigating Farmer’s protest. For example, it has links with Anita Lal, co-founder of Poetic Justice Foundation.

Latest statements of leaders

According to the latest reports, PM Modi has addressed the matter in Rajya Sabha. He states that the bill is going to empower farmers. Also, PM Modi condemns opposition for taking a ‘U-turn’ on the matter. He added that the law has already remained in cold storage for decades. Above all, he has confirmed that MSP, was, is, and will be there.

Rather, according to Modi, the law will enrich the standard of cold storages in India. According to Indian Union Minister, the farmer protest is a result of a misunderstanding. However, veteran leader Sharad Pawer has emphasised that the PM, Rajanath Singh, and Gadkari must talk to farmer leaders.

Piyush Goyal, Minister of Finance and Commerce,has said that the government is ready for a talk with the government. According to MP Som Prakash, government has already taken a step towards talks by suspending the bill for 18 months.TMC has said that the government is creating a war-like situation against farmers.

Meanwhile, Center has sent a notice to micro-blogging site to block 1,178 accounts in links with Khalistani activists, instigating protests. Also, security agencies have caught one more connection with Red Fort violence on Republic Day.

However, disturbing news has come as a farmer’s body found hanging from a tree, near Tikri border protest site. On the other hand, farmer Rakesh Tikait shows his firmness about the protest. Moreover, he has confirmed about no call back as long as the bill is there. According to him, ‘no gharwapsi’ until the government meets the demands of the farmers.
